How to assess new-operator competence on electric forklift equipment(figure1)

Assessing the competence of new electric forklift operators is a core priority for warehouse and logistics site safety management, which helps eliminate unqualified operation risks and meets local work safety regulatory requirements. A complete, standardized assessment system can not only verify operators’ mastery of operation rules, but also cultivate good safe operation habits from the very beginning of their employment.

First, carry out pre-operation theoretical knowledge assessment. This part focuses on the basic cognition of electric forklift equipment, including core component functions, daily pre-shift inspection items, rated load capacity limits, marked load center requirements, internal warehouse traffic rules, and forbidden operation clauses such as overloading, carrying non-operating personnel on the vehicle, and operating in non-designated areas. The assessment questions should be closely combined with the actual operation scenarios of the site, and operators can enter the next assessment link only after reaching the qualified score standard.

Second, complete the on-site practical skill assessment. The link starts with the pre-shift inspection operation test, requiring operators to complete full inspection of battery status, brake system, steering mechanism, lighting and warning devices, and load backrest condition in the specified order, and correctly identify hidden safety risks that may exist in the equipment. The subsequent empty vehicle driving assessment requires operators to drive along the preset route, pass narrow aisles, turn at intersection areas, and accurately avoid passing personnel and stacked goods on both sides, without any scratch or collision behavior. After that, the load handling test requires operators to pick up standard specified weight goods, lift them steadily to the designated shelf layer, and place them smoothly without slipping or tilting. The whole operation process should be standardized, without any dangerous action such as sudden acceleration or emergency brake under load condition.

Third, implement emergency response capability assessment. Simulate common sudden scenarios in daily operation, including sudden brake failure during driving, obvious tilting of loaded goods, and sudden entry of irrelevant personnel into the operation area. It is required that operators can make correct response at the first time, follow the standard process to complete safe disposal, and do not cause secondary risks due to panic and misoperation.

Fourth, add post-assessment follow-up verification. After the new operator passes all the above assessment links, arrange a certified senior operator to follow and supervise their actual independent operation for no less than 3 working days, correct small irregular operation habits in time, and confirm that their operation behavior remains stably compliant, before issuing the formal independent operation permission. The whole assessment process should avoid formalization, fit the actual operation demand of the site, and fundamentally reduce the hidden safety risks of electric forklift operation.
