Near-miss events refer to unplanned incidents that do not cause personal injury or property loss during electric forklift operations, but carry high potential to trigger safety accidents in subsequent operation scenarios. A standardized near-miss reporting mechanism can help operation teams capture hidden risks that are easily overlooked in daily safety patrols, instead of only launching response measures after actual losses occur.
The first core step to implement such a system is to establish clear non-punitive basic rules first. Most frontline operators are reluctant to report near-miss events for fear of unnecessary accountability or negative performance evaluation. The management team needs to make it clear that all voluntarily submitted near-miss reports that are not caused by subjective intentional violations will not be linked to personal punishment or negative assessment, to fully eliminate the concerns of all participants.
The second step is to simplify the reporting process to lower the participation threshold. Avoid designing over-complicated paper forms that require filling in dozens of content items. Instead, launch a lightweight digital submission channel, so that any related personnel including forklift operators, on-site logistics staff, warehouse managers can submit reports in 2 minutes by filling in 3 to 5 core information: event occurrence time, specific location, brief description of the near-miss, and optional on-site photos. No multi-layer pre-approval is required before submission.
The third step is to build a regular closed-loop review mechanism. Arrange full-time safety management staff to summarize all collected near-miss reports every week, conduct on-site verification for each event, sort out the core root causes behind the incident, then formulate targeted rectification measures, and share typical cases to all operation members in weekly safety meetings.
Carry out regular promotion and small incentive activities later, cultivate a positive safety atmosphere gradually, make near-miss reporting become a spontaneous work habit for all relevant personnel, and continuously optimize the overall safety level of electric forklift operation sites.
